UN account separates Erdoğan's reform appeal from sidelines talks

A UN account of Türkiye's address to the 81st General Assembly records President Recep Tayyip Erdoğan's call for institutional reform, rather than a decision by member states. The September 22 report says he supported changes to the UN, including the Security Council, and argued that concentrated power undermines trust.
The same official report records a separate meeting with Secretary-General António Guterres on the sidelines. Their discussion covered Cyprus, the war in Ukraine and the Middle East. Those listed topics identify the meeting's agenda; they do not establish a negotiated settlement.
Reading the two records together shows the distinction between a public national position and diplomatic discussion. The UN's publication makes Erdoğan's argument accessible, but publication of a speech is not evidence that the Assembly adopted it. The report provides no vote or agreed reform text.
